The Tánaiste on”the medical advice to the Cabinet”

 Joan Burton, the Tánaiste, recently spoke on Newstalk Radio of  why the Cabinet on 6th November 2012 chose St James’s as the  site for the children’s hospital     “In fairness to the politicians, the issue was to find the location that was the most strongly recommended by the people with the medical expertise….the medical advice to the Cabinet prevailed”  Read here- Joan Burton and Pat Kenny , Newstalk Radio interview transcript. 01.07.2015
Who were these “people with the medical expertise” that recommended  St. James’s  to the Minister for Health and the Cabinet? Is there a written record of their recommendation for this, the most expensive healthcare project in the history of the state? The taxpaying public has a right to see the evidence.
