{"id":3059,"date":"2017-02-06T11:56:15","date_gmt":"2017-02-06T11:56:15","guid":{"rendered":"https:\/\/thenewchildrenshospital.ie\/?p=3059"},"modified":"2017-02-07T22:28:29","modified_gmt":"2017-02-07T22:28:29","slug":"oireachtas-health-committee-should-listen-to-c4kh","status":"publish","type":"post","link":"https:\/\/thenewchildrenshospital.ie\/index.php\/2017\/02\/oireachtas-health-committee-should-listen-to-c4kh\/","title":{"rendered":"Oireachtas Health Committee should listen to C4KH"},"content":{"rendered":"<p>Connolly for Kids Hospital(C4KH) sent the following to the Joint Oireachtas Health committee in Sept 2016 &#8211; but were ignored .\u00a0 <span style=\"text-decoration: underline;\">It was the C4KH who requested and gained the meeting of Oct 27th<\/span>.<span style=\"color: #000000;\"><strong>\u00a0 <\/strong><\/span><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong>Billy Kelleher and his colleagues on the Health committee should have believed C4KH, not the\u00a0 biased NPHBD\/CHGB at that meeting.<br \/>\n<\/strong><\/span><\/span><\/p>\n<p><strong>Excerpt from C4KH Submission,to Heath Committee<br \/>\n<\/strong><\/p>\n<h4><span style=\"text-decoration: underline;\">&#8220;Value for money<\/span><\/h4>\n<p>Both the NPH Independent Review\u2019s Financial Analysis(2011)<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> and the Dolphin Report (2012)<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> state that <span style=\"text-decoration: underline;\">a greenfield site would be <strong><em>25% cheaper<\/em><\/strong> to build on than an inner city site.<\/span> The further demolition and rebuild of the adult St. James\u2019s to facilitate an on-site Maternity hospital suggests a profligate attitude towards resource allocation. Any future expansion on this tight urban space would also generate extra construction cost. Building the NPH at Connolly Hospital would not only recoup the sunk costs of the Mater and James\u2019s sites but money saved could be put towards the co-build of the new Rotunda Maternity Hospital, corridor-linked to the ICU of the NPH. This would be putting children first.<\/p>\n<p><strong><u>Faster, more cost-effective at Connolly<\/u><\/strong><\/p>\n<p><strong>Departments currently at St. James\u2019s requiring demolition \/ relocation to accommodate a relocated<u>Maternity Hospital .<\/u><\/strong>If the Maternity Hospital is added to the site, 1.26 hectares will be made available, requiring demolition\/relocation of:<\/p>\n<ul>\n<li>Adult Outpatients Department<\/li>\n<li>Current ICU Department<\/li>\n<li>Adult A\/E Department.<\/li>\n<\/ul>\n<p>(Note that the existing Coombe site stands on 3 Hectares)<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ESTIMATE OF COST (2016) of the NPH if built at Connolly <\/strong><\/p>\n<p><strong>Construction cost = \u20ac400M<\/strong><\/p>\n<p><strong>Hospital <\/strong>118,000 metres square @ \u20ac3000 per metre = <strong>\u20ac354M<\/strong><\/p>\n<p><strong>Family accommodation <\/strong>4,000 metres square @ \u20ac2,000 per metre = <strong>\u20ac8M<\/strong><\/p>\n<p><strong>Research Department <\/strong>3,000 metres @ \u20ac2,500 per metre<strong>= \u20ac7.5M<\/strong><\/p>\n<p><strong>Two satellite units &#8211;<\/strong> 10,000 square metres @ \u20ac3,000 per metre = <strong>\u20ac30M<\/strong><\/p>\n<p><strong>ADD <\/strong><strong>Vat, Fees, fit-out and equipment<\/strong> @ app. 50% of construction Cost = <strong>\u20ac200M<\/strong><\/p>\n<p><strong>TOTAL\u00a0 =\u00a0 \u20ac600 M<\/strong><\/p>\n<p>(Information Technology costs alone are estimated at app. \u20ac70M. Thus this figure is very conservative)<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Estimate of <u>Extra<\/u> Cost if NPH is built at St. James\u2019s in Dublin City Centre<\/strong><\/p>\n<ul>\n<li>Decanting and replacement of 21 departments, approx .=<strong>\u20ac100M<\/strong><\/li>\n<li>Sewer Diversion <strong>= \u20ac18M<\/strong><\/li>\n<li>Premium for Inner city construction 10% of construction cost =<strong>\u20ac40M<\/strong><\/li>\n<li>Underground car parking. Three levels .<strong>= \u20ac30M<\/strong><\/li>\n<li>Roof helipad fire proofing <strong>\u20ac2M<\/strong><\/li>\n<li>Dust protection, inflation, interest, contingency etc.?? Cost<\/li>\n<\/ul>\n<p><strong>TOTAL EXTRAS= \u20ac 190M ++<\/strong><\/p>\n<p>Thus <strong>total projected cost (\u20ac600m+ \u20ac190M) for <\/strong>St. James&#8217;s site at current prices (2016) <strong>=\u00a0 \u20ac790M<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong><u>TIME FRAME <\/u><\/strong><\/p>\n<p><strong>NPH at Connolly Hospital <\/strong><\/p>\n<ul>\n<li><strong> Redesign <\/strong><\/li>\n<\/ul>\n<p>Utilising the work already achieved with departmental<\/p>\n<p>proximities, areas required etc. a further period of 6 months is required.<\/p>\n<ul>\n<li><strong> Planning application to ABP <\/strong><\/li>\n<\/ul>\n<p>Three months if unopposed.
