The Tánaiste on”the medical advice to the Cabinet”

Who were these “people with the medical expertise” that recommended  St. James’s  to the Minister for Health and the Cabinet? Is there a written record of their recommendation for this, the most expensive healthcare project in the history of the state? The taxpaying public has a right to see the evidence.
